Why are apologies enough? Punish them by never going back. A temporary loss in sales will only mean the change occurs due to external pressure, which isn't really change at all.
If I was in the head and there was no toilet paper but there was a copy of RS then and only then would I put my hands on one. On second thought, I would wipe with one of my socks first.
